Subject: What would happen is you restricted Command Points to 3/phase?

This would slow down a level of "Alpha Strike", where people take one unit, power it up, then fire it twice, and also mitigate, somewhat, CP spam through massive numbers of cheap units... 15 CP means you'd have 3 per turn rather than 9 in turn 1, 6 in turn 2, and 3 piddling here or there.
(Addendum: This should be 3 per player turn, so you can blast out 3 on yours and 3 defensively on the opponent's, rather than 3 per game turn which would be MUCH more restrictive)
Good idea? Bad idea? Wouldn't make a difference?
And, if it was applied, should it be applied to the pre-game as well? Thus, no more than three to upgrade units, get new Warlord traits, etc?
I'd like to hear from those with more experience in this (I mostly played earlier editions, 8th is a new version I've barely kicked the tires on).

I'm a bit confused by your wording and the title. Are we talking about...
* 3 per phase (3 in movement, 3 in psychic, 3 in shooting, etc.)
* 3 per player turn (so 3 CP across my entire turn, and then 3 CP across my opponent's entire turn)
* 3 per game round (3 CP across both my turn and my opponent's turn combined)
3 per phase might work out. Most lists don't use that many CP in a single phase, but it would prevent some of the bigger super combos (like BA smash captains generating bonus attacks, fighting twice, and fighting again when they die).
3 per player turn would kill a bunch of armies and strategies and discourage the use of non-optimal strats even more. You'd build lists around the most potent 3 CP combo you could. Meanwhile, harlequins would give up their ability to boost their offense and defense on the same turn, and orbital bombardments would be an even worse idea to use than it usually currently is.
3 per game round has all the problems of the 2nd option but even moreso.
Also, Agents of Vect would be literally unusable (costs 4CP), though most people probably wouldn't mourn its passing.

ATTENTION. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

I'd say that those multiple sources should all have a chance to gain back just one per turn. The issue was multiple sources getting back multiple in a turn. HOWEVER, if they all just went once and that's it then it wouldn't be broken.

The simplest option would be to remove stratagems altogether and stop creating rules that break other rules, so that strategy would come back to the game and arcade power ups be gone.

Without stratagems, there's little need for Command Points, and without command points as an incentive, there's little reason to take things like Brigades and Battalions.

If stratagem stacking is the problem, this is not a good solution. It prevents all stratagem use rather than limiting how many times you can use Stratagems on a specific unit. Most specifically, it drastically increases the effective cost of multi-CP stratagems by the added opportunity cost.
If you really want to stop stratagem stacking go strait to the problem. No unit can have move than X stratagems used on it during a phase or turn. Test to find the proper combination of time and stratagems.

Actually, I totally agree. GW decided to strip down the special rules of most units and transform them into stratagems, relics, kustom jobs, bioadaptations and what not.

I was just listing to Voxcast Episode 33 with rules designer Duncan Waugh and they actually see Stratagems as the exact opposite. They see it as an opportunity to allow for limited frequency unit abilities that would be too much if they were unit abilities that were always on. Imagine Astartes that always had Transhuman Physiology on them!

I agree with this, but as always it would require a rework for armies and units that rely on stacking strategems to function properly. Gw's method of using strategems to fix units and armies is bad design.
