You seem to be mistaken on what the articles on Dakka are. They're not written by the owners of the Dakka website, but by the forum members. As such, if there are no Tactics articles for Sisters or AdMech or Genestealers it's because no one has felt inspired enough to write an article on the subject, not because somebody is not doing their 'job'.

Yup, the articles section is a wiki, designed so that everyone can add suitable material. Sections are created as articles are added.

No, a category is automatically created when it is added to an article. So if someone creates a Sisters article and assigns it to the category 'Sisters of Battle Tactica' then that category will be added to the 40K Tactics menu.

And to be clear, anyone can write those. If you play either of those factions, feel free to write one up! By definition, any tactics article you write for Sisters or GSC would be the best one on the site

Ask here if you need technical help or run into a problem or honestly even just proofreading, but don't hesitate to get an article or articles out there if you have the subject matter knowledge to do so. You also could ask in the appropriate subforum if like to have other members flesh out sections, or assist with strategies and such.
