Like the title says, I'm so wondering how often forgeworld restocks the shelves. I was looking at contemptor for da and everything is out. Even a bunch of the arm options and elite sets for the da.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Where are you looking? They're in stock on the main UK site, so it might be that the Citadel is waiting for a re-supply.

The American site has a lot of stuff out of stock that is in-stock in the U.K., so it is likely that some shipments were delayed (or outright turned away). I'd be inclined to blame COVID but I have no evidence.

It’s second hand; but my neighbor is the owner of our FLGS and he said the distributor was waiting on Nottingham for a lot of stuff; to the point where he was keeping his store closed rather than have empty shelves. That was however a couple weeks ago.

It looks like right now about half the US side of the FW webstore is completely sold out of stock. I've been told from UK friends who know more about these processes that this may be due to limited casting capacity right now as resin is a labor-intensive process that takes manpower, and Covid may be slowing production down on the FW side.
I expect that these items will come back in stock, since a lot of it is literally the backbone of many Horus Heresy armies; Spartans, tons of legion-specific upgrades and units, most primarchs, and other big ticket items like this.

Sometimes it takes weeks other times months, it'll be back. I've never had to wait more than three months but that was before the world fell apart.
