I see a lot of classic flags for Dark Angels and Blood Angles (the type where you could scan them in and use them to make your own banners) but I never see any dedicated to Salamanders and Raven Guard.

Does anyone know why or if there are some and google just does not want to show them?

I know there were some blank salamander banners on the back of the RT how to paint space marine booklet that came with the SM paint set.

The blank ones were on the back of the booklet, but here are some painted examples. Fun Fact: While most chapter’s back banners had heraldic divides to denote squads, all the Salamanders looked the same to normal vision. Salis could see in more spectrums of infrared, so to them, they could see their quarters/checks/divides, as those were the spectrums of light they used for their banners.

The simple answer is that they don't really have any classic banners, bar that RT reference above - they just weren't as fleshed-out in the old days as Dark Angels and Blood Angels were (who had their own, admittedly combined, Codex back in 2nd ed).
Salamanders and Raven Guard were sort of included in the Ultramarines book, but as examples of other Codex Chapters that didn't have any special rules of their own - the first time this changed was Codex Armageddon released for 3rd ed, which had rules for Salamanders. However, it was only a 32-page book that also covered Black Templars, Kult of Speed and the IG Steel Legion, so they actually got very little fleshing out here too - and no banners.
