And this basically happened a decade before the start of Horus Rising, and via intel Emperor founds out Lorgar is planning to turn Horus against him and also incite a rebellion against him?

Then there would have been 17 Legions and 3 redacted Legions ... The Heresy might still have happened but in a different form, such as the Dornian Heresy did, maybe because the Emperor destroyed Lorgar and didn't explain why to his sons (because we all know he wouldn't have), and so some began to distrust their farther which let the Chaos Gods into their minds. Hell - I said 'might'... It's 40k, it would have definitely still occurred in a different form because Grimdak.

That's your problem, Lorgar never actively planned the Heresy even after the seeds of it were sown by what happened at Monarchia.

It's not the sole point of origin, one thing the Black Library series did was show how, to degrees , Chaos tainted many legions in various ways before Lorgar even set out on the Word Bearer's own crusade of atonement.

The purge would have removed any possible loyal agents.

What if lorgar never got censured by the emperor.

What if horus never got infected on Davin.

Eventually you get to the point where you realise it's pointless to do the what if question
