So I'm not sure on how this works exactly so here's what I'm thinking.
Callidius uses Acrobatic. It gives a ability -1 to hit. Would it last the entire game?

Eversor uses Hypermetabolism. It gives an ability 4+++. Would this go off each phase?

Grey knights with Psybolt Ammunition or Psychic Onslaught. Does changing the weapon profile count for Specialists condition?

Specialist Reinforcements is not referring to statagems that temporarily enhance a unit. The ones that you have listed explicitly last for a limited period of time during the battle. Specialist Reinforcements is intentend for statagems that allow you to permantly upgrade a unit before the battle, for example the Ork stratagem ''Ard Boys', which allows you to upgrade a unit of regular boyz into a fancy version. I believe that the new Space Marines codex has similar abilitiies for making a chief apothecary, veteran intercessors and so on.

The first full paragraph on Pg 315 goes into more detail on which types of Stratagems that Requisition refers too, mainly adding in that it only applies to Stratagems that upgrade units before the battle begins.

To be honest that Requisiton is lazily worded, all it needed to say was stratagems used 'before the battle' and it would have been clear what they intended then, rather than us having to search the page before for a couple of words of clarity.
