I don't see anything in the wording of heroic intervention that says you need to move the character/unit into engagement range, just that they need to move closer to the closest model. this is relevant for moving a unit closer to an objective, move a character to get it's aura in range of things etc without actually ending in combat. Is this right? You don't have to actually get the unit that is HI into engagement range?

No need to get within engagement range, all you need to do is to get closer to the closest enemy model.

Note that even if you don't move into Engagement Range during your Heroic Intervention, your unit is now a eligible target for charging units to attack. So if they can Pile-In and reach you, they can attack you.
