I have heard different interpretations of this stratagem and was curious on the interpretations from others.
Use this Stratagem at the end of your Movement phase when you set up a Deathwrin unit from your army using the Teleport Strike ability. You can set up that unit wholly within 6" of a friendly Ravenwing Biker unit that has not Advanced this turn, and more than 6" from any enemy models. Any models that cannot be set up in this way are destroyed.

I have seen interpretations that this means that any Deathwing unit (which would mean Bladeguard Veterans) is able to use the Teleport Strike ability and this stratagem. I have also seen interpretations saying that only Deathwing units with Teleport Strike (which would mean Terminator or Knight units) are able to use this stratagem.

Does this mean that Bladeguard Veterans can teleport or not?

No.

It means that a unit with the Teleport Strike ability in it's datasheet applies those special condition (6" instead of 9" if also 6" from Ravenwing).

It's one of those cases where is pretty clear.

I can't condone a place where abusers and abused are threated the same: it's destined to doom, so there is no reason to participate in it.

From the rules you've quoted, you would not be able to use the stratagem until after the unit has used the 'Teleport Strike' ability meaning it can't possibly be granting the ability that has to be used before it gives it to that unit.

I agree this is only meant for units with the teleport strike ability I.e Deathwing knights, terminators, ancient, champion, strike master. (Terminator armor) only. BUT that being said with the new supplement this stratagem has since been deleted so you can’t even use it anyways. (DA player I’m sad to)
