I’ve never heard of the talc powder trick. How much do you use for a matte effect?
I heard its a old model railroad modeler trick. Just put a pinch of talc on a palette, and mix with some paint. Experiment to find the right consistency. It doesn't take much. I've tried it and it does make acrylic paint dead flat matte. Don't know about metallics or washes though. There are matte solutions on the market that will do the same, so you won't have to use a matte varnish afterwards. but, if you only need it once in a while, and on a tight budget, it works.
