I would be inclined to interpret this as SUCCESSFUL wound roll of 2-3 is cancelled out by quantum shielding.
I don't think you get to reroll a wound roll of 2-3 just because quantum shielding negated that attack, but the wording does seem a bit iffy. EDIT:
RAW, failed hit rolls can be rerolled, even if the failed result was due to QS.
Quantum Shielding: This model has 5+ invulnerable save. In addition, each time an attack is made against this model, an unmodified wound roll of 1-3 always fails, irrespective of any abilities that the weapon or the attacker may have.
QS directly causes the wound roll itself to fail, at the time of roll. It does not 'collect' all the successful wound rolls then cancel them out prior to resolving save rolls. Failed wound rolls can be rerolled.
