I think its a no but, given the stalker bolt rifle is a bolter that is of type heavy, can it use the hellfire shells strat? Or is that only for something listed specifically as "heavy bolter"?

Heavy bolter is a specific weapon. Does the strat say "heavy bolter" or "heavy type bolters"?

Hellfire shells
Use this Stratagem in your Shooting phase, when an ADEPTUS ASTARTES INFANTRY model from your army shoots with a heavy bolter, a hellstorm heavy bolter or an executor heavy bolter. You can only make one attack with that weapon this phase, but if a hit is scored, the target suffers D3 mortal wounds and the attack sequence ends (if a hit is scored against a MONSTER unit, that unit suffers 3 mortal wounds instead of D3).

Only those weapons (the name of the weapon must be identical) mentioned in the stratagem can be used.

The wording of the stragem is clear that it only works on weapons named 'heavy bolter', 'hellstorm heavy bolter' or 'executor heavy bolter'. A stalker bolt rifle is none of those.

In fluff, I am pretty sure that heavy bolters are supposed to be a higher calibre than bolt rifles, so it doesn't make sense for the shells to be interchangable.
