In Crusade mode, you are allowed to use 1 Requisition Point to upgrade a unit permanently and free of further cost.

But there is a catch. It has to use a Strategem available to your army that could upgrade this unit to give it a better characteristic profile and/or ability(ies).

Exactly what constitutes such a specific and powerful Strategem? And does every army have them?

Necrons have only two Strategems that would seem to permanently alter a unit. One being Dynastic Heirlooms that is already "free" with the purchase of one Trazyn The Infinite (void where prohibited). The second being Translocation Crypt / Dimensional Translocation.

Am I reading that wrong? Or could I permanently give a Technomancer two uses of Rites Of Reanimation each and every turn using the The Deathless Arise Strategem as a Specialist Reinforcement? Could Entropic Strike be used to make a C'tan Shard's melee attacks permanently bypass all Invulnerable Savings Throws?

What exactly is the caveat on a Strategem card that makes or breaks Specialist Reinforcements?

Specialist Reinforcements refers to any stratagem that upgrades the unit's profile or adds abilities.

Stratagems that add warlord traits or relics to characters are specifically disallowed from being used with this Requisition, so you cannot use it with Dynastic Heirlooms or Rarefied Nobility.

You cannot use it with stratagems like The Deathless Arise because these do not upgrade the unit or add abilities. This kind of stratagem is one that you play once and it has an immediate effect; it doesn't change the unit's datasheet.

An example of the kind of stratagem you can use it with is Hand of the Phaeron, which upgrades the unit and changes its datasheet.

Pretty sure this applies to things like Imperial Guards Tank Ace. Where you can normally pay 1 CP to give a tank a buff (for example a 2+ save).

Or Farsight Enclaves Veteran Cadre stratagem.

Actually I have a question, how many times can you use said stratagem? Is it limited to what's written on the stratagem itself? Or could I use say Veteran Cadre on 2 different Crisis units if I pay for Specialist Reinforcements twice?

most armies in 9th have already been made to have that requisition be moot, the only one its relevant for is usually 8th ed codex still.

Thank you. I see that I was trying, once more, to force my idea of balance on the game. There is simply not an equality or equivalence of pluses and misuses for each race. What is, is.

Necrons have Hand of the Phaeron as an option for Specialist Reinforcements.

In 9th Edition terms, Specialist Reinforcements applies to Requisition Stratagems that don’t grant Relics or Warlord traits.
