Can the HQ or unit with this type of ability also get the bonus also? I think not. Examples.

HQ Daemon Prince Warlord takes master of the union: Does he get the bonus as well? Add one to the attack characteristics of models in friendly Word Bearers Daemon units whilst their unit is within 6" of this warlord.

Depends on the book. In the case of older, pre-9th books the answer is yes. For the newer ones it depends on the particular circumstances of the ability.

Ill add 9th edition to it.

A unit is always considered to be in range of its own Aura abilities. Even amongst 9th edition codices you have to check to be sure. As long as the keywords line up, the Aura will affect the Character in question.

As Drazhar has the INCUBI keyword, he will benefit from Master of Blades.
