I have a unit of blightlords 10" away from a star weaver vehicle (which is straight ahead), over to my left 15" away is a shadowseer. and 16" away and within 3" of the shadowseer is a unit of 5 harlequins (harlequins are further away than the shadowseer).

As my understanding goes, No.
The character isn't the closest unit and the character is within 3 inches of a unit that can provide look out sir.

If I look at those diagrams.... the character is closer than the unit that provides the look out sir. Same as my situation. The only difference is adding a vehicle basically behind me (and a foot away from the character). Does that change anything? And I still don't think it does.

Basically a Character can not be targeted unless two conditions are met.
1) That Character unit is visible to the firing model.
2) It is the closest enemy unit to the firing model.
If both of those are true you can shoot the Character.
In your example the StarWeaver is 10 inches away, and closer than the Character which is 15 inches away. So clearly, in your example, the Character can not be targeted.

Don't forget that some things just can't provide look out sir. Such as characters below 10 wounds and non-vehicle units with less than 3 models.

Figure 5, 3rd example is pretty close, just put the interviening unit of 3 firewarriors behind my terminators.

IF they are benefitting from look out sir. Not always easy to maintain through a shooting phase.
but ya it sounds like the starweaver is closer AND the character is currently benefitting.
In heavy shooting armies it's entirely possible to either pick up the closer enemy models OR the unit that is giving the character look out sir to try and pick off the character.
