Yes, two separate reasons.
that yellow rhino is in a sense wrong, it doesn’t completely follow the usual rules. In most editions a Rhino comes with one storm bolter, and there’s an option for a second storm bolter mounted on the hatch. This one has the optional one but not the automatically included one. In the current rules this doesn’t really matter.
In the background this pintle mount would be operated by the squad sergeant while there is a squad embarked, and in a tank it would be operated by the tank commander. Since rhinos have only one dedicated crewman, the standard armament has to be remotely operated by the driver and a pintle-mount wouldn’t be adequate unless it was also automated.
The other reason is that in the early nineties there was no such thing as a storm bolter, and instead rhinos had two normal “bolt guns.” Like Grotsnik said, the model with separate remote weapons is a throwback to that design. They pretend that art and models from rogue trader are old/original designs in-universe.
