With the new outcast gang, you can give the leader and champions weapons with rarity 9 (right?) from the trading post. If you give them a house affiliation, though, you can give them weapons from that house. Does that mean with any rarity, as long as it's on the leader/champion weapon list from that house?

Yes, all items (weapons & wargear) from the gang list are common.
