Can you spend 1CP on Relic of the Chapter and give a named character a relic? I dont see where it excludes named characters like it does in the Hero of the
chapter stratagem

The stratagem says that "this must be a Relic they could have".

The section on relics excludes named characters, "named characters and VEHICLE models cannot be given any of the following Relics."

Therefore none of the relics listed are relics that "they could have".

This is a common structure for GW rules that interact. You have to read them both and make sure you follow both except where the one expressly overrules the other.
