Sorry for it being difficult to read the first time. Like the title said it's been since probably 2014 the last time I posted an army list or even used battlescribe. I have decided to start playing again and this is the best I thought I could do with WYSIWYG models. I'm still reading through all the changes for 9th but this at least looks like fun, maybe semi competitive. All these scouts have always served me well. I used to drop sternguard and a Libby in a pod down and hopefully kill something. Pedro would go with the Intercessors, dread and 1 other Libby. Then the termie Libby would go with the Centurions. That's how I used to run it anyway.... I used to roll on the psychic charts on divination- not even sure if that's possible anymore or if they have to stay with the SM options. Like I said, coming back after a LONG BREAK.

First let me just say that your list is extremely difficult to read. Whatever format you're using... use a different one. It's giving me a headache just looking at this.
From what I can tell you have
3 librarians
Pedro
Redemptor
5 squads of scouts
Devestator Centurions
Some sterngaurd
Drop Pod
2 Land Speeder Storm
2 squads of Assault Intercessors
Like I said I can barely read it. I think that's what you have. If that's not the case then feel free to correct me.
Ok, on to list critique time.
Is it competitive?
No.
To be honest you're going to have a ridiculously hard time making a competitive list with Crimson Fists or Imperial Fists. I know because I play IF. They're not very competitive armies, so to even bring them up to holding some ground you have to do a lot of optimization. I would say your list is very far from optimized.
Scouts form the core of your army and they are just not a very good unit. You also have a bunch of Librarians which aren't terrible but you need to have a plan for them and I'm going to go out on a limb here and say that you probably don't. They dont seem to serve any specific purpose. You didnt even mention which psychic powers you were planning to take or why.
A lot of your list is very melee oriented and while that is fine, if you want a melee army you should probably pick something other than Crimson Fists, who don't have a lot of inherent melee bonuses.
Sternguard in a drop pod are spicy but probably not competitive, although they're not bad. Intercessors can do their job and have an easier time of it though.
If you're going to field Centurion Devastators, they should probably have Heavy Bolters rather than Grav Cannons to make use of the Crimson Fists ability.
I'd say overall your army seems very disconnected, it doesnt seem like it has much of a plan, it doesnt seem like it deals with vehicles or monsters particularly well, it seems like an odd and somewhat random collection of units thrown together into an army. Competitive play isn't the end all be all of the hobby of WH40k, but I'd say you have some serious work to do if you are going to stand much of a fighting chance on the table.

Thanks for editing, it's much easier to read now, and I see a few things I had missed the first time around. I also appreciate that you included some basic ideas that you had when using the army, that makes it easier to talk about.
Let me start by saying I come from a similar background. I played a lot in 3rd and 4th, maybe a little bit in 5th, and took a long break, eventually coming back into the game during the very tail end of 8th and beginning of 9th. In 4th Ed (when I played the most) I had a space marine army that I loved, and I came back to discover that things weren't the same. I'm not saying any better or any worse... just not the same.
So I hate to be the bearer of bad news here, but I think you might be in for a similarly rude awakening. The 9th ed codex was not very kind to space marine scouts in particular. Moving them to Elites is brutal, and a scout still costs 14/model with no upgrades. Phobos space marines like the Incursor fill the same battlefield role and do it a lot better, they're tougher, have more firepower, and are troops instead of Elites.
Lets talk about the Librarians. I just think you'd get more out of another HQ choice. Fortify for example as a psychic power.... You may as well just take an Apothecary. He's cheaper, more reliable. a better healer, and can even raise models from the dead. He'd do a lot more.
Aspect of Stone is pretty much trying to turn your Librarian into a combat character.. but you'd be much better off with a Chaplain here with the Mantra of Strength. A very similar idea, but basically stronger in every conceivable way.
I understand wanting to make an army with WYSIWG. I think you'll find most players are pretty understanding if you want to proxy a bit when you are starting in on a new edition to get a feel for the army composition you might like. Even so, I get it.... proxy might not matter to my opponents but it matters to me, so I feel you there. Anyway, if you list out what you have maybe we could help you come up with a list that plays in 9e a little better, or if you are interested in picking up new models give you a buying guide to an effective army.
