So, from what I understand, Legends models never change, however, changes made to things that those models have (like weapons) are taken from the current codex, not what they were at the time. So, what about units that are in multiple parts? Here's my example:
The Kroot Knarloc riders have both the Knarloc itself and the rider and they make separate attacks. The stats of the Kroot Carnivore rider are given for the attacks and the mount gains two additional attacks at a sperate value. So, while the attacks from the mount would remain the same, would the rider have the new S4 A2 profile that the Kroot Carnivores received as that is what he is (like how they do get the extra -1AP from the Kroot rifle upgrade, even though the Str changed from +1 to User as they became base Str:4 instead of 3) or would it remain at the old Kroot Carnivore value of 1A at S3 (now without the +1Str from the weapon)?
For me I'd think the spirit of it would be to use the current Carnovire profile, but while my local league is pretty casual and allows Legends models, I just want to be clear just in case TFG shows up and tries to be a super stickler and go RAW, what is the correct call?

You wouldn’t update part of a datasheet, no. The Legends Datasheet is frozen in aspic.
In a friendly game where you agree something cooler with your opponent? Go crazy. And don’t play the TFG WAAC RAW or nothing guy as they won’t be any fun.

If you want to use the better, newer, melee profile, you should probably suggest increasing the points cost as well.

I think you should be safe without updating the points cost.
Forgeworld made sure their units wouldn't be breaking the meta by substantially overcosting all of them already.

Legends units usually never change, they did update some Death Korps legends units after they put out the IA compendium so it can happen

The correct call is to use the stat line you're paying for unless you agree to everything beforehand. The units are different. One is a Krootox, one is a Knarloc, one is Elite, one is Fast Attack.
Also your premise is flawed. The model is a Knarloc Rider or whatever the name is on the datasheet. It's not two parts, its one model, one part - that has rules to emulate the second "part" of the mount. "Every model is equipped with: Kroot rifle; Knarloc beak and
talons" That's one model one part. You want to swap use the model for the Knarloc Rider to represent all your Krootox Riders? Sure. You want to use your Krootox Riders to represent all your Knarloc Riders? Sure. Expecially if you've converted them in a cool way onto the correct bases. You want to mix and match datasheet parts to make a super datasheet then take 6 of them 3 Elite, 3 FA? I think I hear my phone ringing.
