Astra Militarum has a secondary called inflexible command. It rewards points for keeping your infantry and tanks near the officer units. It states that while an officer unit is embarked within a transport that vehicle is considered to have the Officer keyword.
My question is, now that the chimera has the officer keyword is it treated like a tank commander, and can I now get points if it is next to another vehicle?

While the officer is embarked the transporter has the OFFICER VEHICLE keywords, which is what you need for inflexible command.

My bad - I thought it looked for the TANK COMMANDER keyword but indeed it just needs vehicle officer. This makes sense for armoured fist as well

Technically, if you and your opponent have agreed that the specialist detachments are legal there's an emperor's fist warlord trait that let's you do it (and it gives the officer the vox caster order range boost while embarked). Outside of that, no.
