Just a fun idea I've been playing to bulk up my Guard tank forces while trying to stay consistent with theme. This rule can be used for anyone that enjoys using historical tanks in their 40K casual games. One rule I always use it to make non GW models weaker than GW models. (Just seems appropriate).

Unit: Scratch Tank

An Imperial tank constructed from local materials in local forges (not on forge worlds). Not sanctioned for use by the Astra Militarum, these inferior quality tanks are often relegated to local planetary defense forces.

PL 8

Profile: Uses Lemon Russ Profile.

Weapons: One battle cannon only.

Special rule: Does not benefit from Grinding Advance. If a tank commander issues an order to this unit, it will only obey the order on a roll of 4+

PL 8 is way too high, try 6 and go down from there based on playtesting. It is also really heavily armoured compared to its damage output.

Agree with vict. PL 8 suggests that you should be getting roughly 160 points of value out of the unit, and that seems a little high for a single battlecannon that can't be reliably buffed with orders.

I like the rules overall though. Feels very much like the conscript to the LRBT's guardsman. Maybe consider giving them a 3+ save instead of 2+ to reflect their relatively questionable construction? That would let you justify pricing them a bit lower still, and that in turn might help them fill the niche of "poor man's russ."

. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

Yes the scratch tanks definitely have a 3+ save in my open war games!
