So on the Tallyman's datasheet, under the ability The Seven-fold chant is states:
"At the start of the command phase, if this model is on the battlefield, roll 2D6; on a 7+, you gain one Command point"
Also, same datasheet, another ability just above, the first part states:
"Malicious Calculation: In YOUR command phase, you can...."
The word "your" is bolded because in the Seven-fold chant it doesn't state that the ability activates in the owning players' command phase, but at the start of the command phase, which IMO fits the description of both players' command phases.
So one roll at the start of the owning player's phase, and one more at the start of the opposing player's command phase.
Am I getting this right?

That is what it says. Remember that you can only gain 1 CP per Battle Round beyond those granted as a Battleforged army, so you have two chances to get that 1 CP.

Not true. There are many rules which give you additional CP.
Desperate Raiders: In this mission, a player receives one additional Command point at the start of their Command phase if they control one or both of the objective markers in their opponent’s deployment zone (this is in addition to the Battle-forged CP bonus).

Duty and Wisdom: At the start of your Command phase, the Battle-forged CP bonus grants you 1 additional Command point (this will typically mean you gain 2 CPs, instead of 1).
GAINING AND REFUNDING COMMAND POINTS
There are several rules that give you a chance to gain or refund CPs when you or your opponent either use a Stratagems or spend CPs to use a Stratagem. Each player can only gain or have refunded a total of 1 CP per battle round as the result of such rules, regardless of the source, and CPs that are spent on Stratagems that are not used during a phase, such as those used ‘before the battle’ or ‘at the end of the battle round’, can never be refunded. The limit of gaining or refunding 1 CP per battle round does not apply to the Battle-forged CP bonus a player gains at the start of their Command phase before doing anything else, or to any CPs gained by mission special rules that instruct players to gain CPs in their Command phase.
STRATAGEMS THAT GAIN OR REFUND CPS
The advanced rules for Command points state that you cannot gain, or have refunded, more than 1 Command point per battle round because of any rules (other than via the exceptions listed here, such as the Battle-forged CP Bonus). However, there are a small handful of Stratagems that let players gain or refund several Command points when used (e.g. Feeder Tendrils in Codex: Tyranids). So long as such a Stratagem is used during a phase (i.e. it is not used ‘before the battle’ or ‘at the end of a battle round’), the limit of gaining or refunding 1 Command point per battle round does not apply to any Command points gained via Stratagems.
In theory, a player can get like 10 CP in a battleround from mission special rules, abilities and stratagems.

sn't that an old rule where there was a limit of 1CP per BR? - may have been an 8th ed errata
