No, because that Esperanto Locarno has no rules. You could proxy it for another model, like a primaris psyker.

It's true that he can't be taken, but not for this reason - Espern Locarno does have rules, which are available in Blackstone Fortress or in the 40K app.

However, there's no way to play him in the Ark of Omen detachment, or in either of the legal allied detachments possible (the Patrol detachment or the Auxiliary Super-Heavy detachment). Due to Locarno's Faction keywords, he can't be taken in any of these, so he cannot be taken as an ally.
