When to choose which one to get, also as for their melee weapons, stave, sword or axe and why are the weapons 1d3 instead of flat damage as I would think Forcer weapons would be stronger or perhaps do something more since its force weapons?
How many points do you have to spend? What's the rest of your list? What role do you want the Sorcerer to perform?
A Master of Possession is almost always a better choice for a psyker. The mini-psykers within Legionnaire units often do the job you want from a regular Sorcerer.
If a Sorcerer does show up it's almost always a Black Legion Terminator one to make use of the Veilbreaker Plate.
Easy... terminator sorcerer.... beefier, invulnerable save, deep strike capabilities, option to take veilbreaker plate. I take him in Black Legion and usually go for Warp Ritual.
Sorcerers in terminator armour are hood for beefing up terminator squads with powers like gift of chaos. And yes with veilbreaker plate you can have a large unit of terminators suddenly 9 inches from enemy back lines when you need them
