When there is a rule for an army that states that under specific conditions a unit that is an elite can now be taken as troops, can this unit be taken as both troops and elites for maxed output, or can now only be taken as troops? I'm thinking of something along the lines of the Last of the Serrated Sun rite of war in Horus Heresy, which allows you to take Gal Vorbak as troops, or the rule where Noise Marines can be taken as troops in an Emperor's Children army in 40k.

When elite becomes troops they are troops only, unless the rule saying they are troops says they can be both.

It entirely depends on the wording of the specific rule. For CSM in 9th Ed 40K, Noise Marines:
Always have the Troops battlefield role if every unit in their Detachment (excluding AGENT OF CHAOS and UNALIGNED units) is from the EMPEROR’S CHILDREN Legion.

more Tempestus Scions unit as the Patrol Detachment allows.
