I think using the current pts for Votann found in the most recent Munitorum Field Manual is a good start, I am guessing you will have to increase Votann pts over time, unless you are running optimized lists then you might end up having to adjust Votann units down to be cheaper.
You might have to adapt the secondaries to fit whatever mission format you are playing if the mission is supposed to include 8th edition faction secondaries.
I would remove the ignore invulns ability from rail weapons, it is cringe and doesn't fit with 8th edition. Adjust pts as you deem fair. Maybe find some of the glass cannons in the codex and adjust offensive profiles to fit in line with 8th edition if you're not using wombo-combos and optimized 8th edition lists. 8th had lower average damage, with a few outliers and combos, 9th has fewer combos and less powerful combos but a much higher baseline of damage output and value I would say. I have no expertise on the Votann beyond having read the codex but I hope this helps a little or gets someone more knowledgable to chime in.
