Angron is often the butt of a joke that he's the only one that didn't become leader/ruler/whatever of his planet. Mortarion also didn't unite his world because there were disease-mancers on the tops of the mountains. If they decided to kill everyone in the world they could because Mortarion was susceptible to their poisons. He might have united some, but so did Angron.

Mortarion did conquer Barbarus.
He led an uprising of the human population against the ruling Overlords species and hunted them down one by one until only Necare, the Overlord who raised Mortarion as a weapon, remained. Before the confrontation with his adopted "father", Mortarion was approached by the Emperor who offered a bargain. Mortarion would challenge Necare alone and if he failed to kill the Overlord, the Primarch would swear fealty to the Imperium but if he won then the Emperor would leave Barbarus alone. Mortarion agreed, started to lose against Necare and then the Emperor stepped in and killed the Overlord securing Mortarion's fealty.
Despite this it's important to remember that Mortarion was extremely close and loyal to the Emperor, even acting as his mouthpiece during the Nikea Crisis. Mortarion turned from the Emperor because he felt his father had become a tyrant, just like those he fought against on Barbarus. He felt Horus would be a superior ruler but eventually came to see Horus was no better but his sense of loyalty meant these doubts were kept hidden until it was too late to act on them when Mortarion became a slave to Nurgle.

The Emperor conquered Barbarus, rulership passed directly from Necare to the Emperor, who then delegated it to Mortarion

The planet was conquered before Mortarion fought Necare. The whole point of the duel was that Emperor knew Mortarion wouldn't win in a one-on-one so he could step in and secure another Primarch. It was a rigged deal, which is how the Emperor rolls.

A warlord with no army to speak of isn't a warlord anymore.
It is possible to conquer a place without suppressing all and any insurgents/rebels etc.

A warlord with no followers and no power beyond their own physical prowess. Mortarion had an army, a cause to fight for, and a cadre of elite warriors by his side. They had won with only a final execution left.
The Emperor showed himself so he could play on Mortarion's insecurity about being weaker than Necare to get him to willingly pledge fealty by means of a deal. The Emperor did the same with Russ when he challenge him on Fenris, knowing full well Russ couldn't win.
Compare that to Angron which the OP is trying to do, and it's completely different. Angron led a rebellion that defeated armies but never conquered any of the cities of Nuceria and lived in the mountains where the rebellion had to resort to drinking Angron's blood to survive because they had so little food and water.

Not to mention angrons entire rebellion was about to be destroyed when the emperor showed up, he was100% going to die without intervention.
Where as mortarian was poised to finish off the last of his enemies, and survive, when the emperor showed up and played him.

I think his story is one of the best. He didn't fall to Khorne because he was tricked or corrupted, he fell because there wasn't any other choice for him. He'd never had control over his life from the moment he landed on Nuceria. A slave to the High Riders, then to the Emperor, and finally to Khorne with help from a brother who claimed to care for him. You see all these points in his story where the slightest change would mean massively different events playing out and that's part of the grand tragedy that is Angron.

Yep, I find Angrons story the most tragic of all the Primarchs. All the other ones had agency and the ability to make their own decisions and choices. The saddest thing you can really say about any of the other stories is "the path to hell is paved in good intentions". Angron though? No real agency whatsoever, all the decisions are basically made for him by others and he has to live with them because he is basically a prisoner and a slave in his own life with no real control over any of the events that happen to him, to the extent that hes literally brain damaged and not in control of his faculties, emotions, or behavior.

If a warlord captured and united the entirety of Earth, except for a single enemy leader who escaped and was forced to live as a hermit on the peak of Everest, I don't think it is reasonable to say that warlord has not conquered the planet.
Necare had no power left except the ability to hide where Mortarion and the Death Guard could not reach... yet.

It’s good that there are stories that show the primarchs as vulnerable to some measures of warfare otherwise it would be a bit boring.
Angron didn’t stand a chance and some of the primarchs didn’t have a hard time rising to the top. If I’m right guilliman was adopted into aristocratic family and vulkan fought against dark eldar and the world United behind him.
The lion had to fight the beasts of caliban but had the backing of the whole population and so on.

You do know the imperial loyalists are just as bad as the traitors, right? Its a faction worse than nazi germany by a fair margin. No idea why people use pureblood and noble with this faction.

You do know the imperial loyalists are just as bad as the traitors, right? Its a faction worse than nazi germany by a fair margin. No idea why people use pureblood and noble with this faction.
At least Fabius wants to complete the emperors work, re start the great crusade and establish a dominant human empire based on atheism and science. He just wants to replace all humans with his own genetically engineered version of humanity that live by his own brutal rules of survival of the fittest to achieve perfection perfection.
