Okay, played for a bit now and it's good. Not perfect, oh hell no, but it's good so far, as little as there is at the moment.
The matchmaking fluff up was the big one of course, but right now, biggest stumbling points are that you only gain personal XP through the completion of challenges (your weapons level up on their own through play) and as awesome as the new stealth system is right now, it's highly unrewarding, with no stealth bonus or better pay-out for doing a job quietly, as most challenges are linked to killing X-amount of enemies with Y.
Enemies, regardless of status, are also a lot more spongier, with a regular unarmoured beat cop needing, depending on the gun, several rounds to the dome before they drop. Gunplay feels good, but due to how spongy enemies are, the old "keep those helmets flying!" just isn't there any more. All the classics have returned, the new cloaker is amazing, the reworked shield is fun to play against now and the new grenade enemy isn't all that bad either. And calling tasers "zappers" now just feels wrong, but that might be due to a copyright thing, just like how FBI HRT has been replaced by generic SWAT in grey armour.
All heists are single day only, no more escape scenarios, but no more random placements of things either, if you mess up a heist, you can replay it and things will be in the same place as the last time. Not that many heists, but each one is nicely worked out and big, with all of them bar one having the option to go quiet or loud, even when you mess up stealth, still an option to finish it loud, no more instant game over. The mini games for certain actions, like lockpicking, cutting locks or safe cracking will probably be a YMMV thing.
NPC's are also more diverse now, so no more hordes of Bob's in the bank or store.
I'd say wait for a sale if on the fence, the game delivers, though what it is scarce as of right now.
