Has anyone noticed that these two units, unlike most of guard, are BS 5+ on all of their main guns (except the lasguns)?

I'm wondering if this is intended, or if others think it's a typo. It might be intended by GW because heavy weapons give +1 to hit if you don't move, but it is odd.

It makes me sad a bit because I thought Field Ordnance Batteries would be OK now that they went down a little and that the lascannons would be useful against high toughness enemies.

Yes. They have the Heavy keyword, which means they gain +1 to Hit if the unit Remained Stationary. This is as opposed to the rules in 9th where Heavy Weapons received a -1 to Hit if you didn't Remain Stationary. Net result is pretty much the same.

Just remember that guard orders change the Characteristic, rather than adding +1.

So a unit with Heavy Weapons that hits on a 5+ can suddenly receive an order and hit on a 3+ if it remains stationary.
