Models can block visibility to other models (page 8 core rulebook) but it seems to be a weird interaction where with Lone Operatives (and similar rule units like scouts) can block visibility but cannot be targeted themselves (as it represents them being hidden, either in a mass of other units or are hidden)

So I would add at the end:

Enemy units that cannot target this unit due to these conditions ignore models this unit for determining their line of sight and work out visibility as if this unit was not on the table.

Which should avoid this weird interaction, but not affect units that close enough to be able to see them.
