So the Technomancer has an ability called "Rites of Reanimation" that says that any unit he leads gets a 5+ Feel no Pain.

Also the Sovereign Coronal says that any friendly Necrons unit with 6" of the bearer counts as being led by that Necrons Character model.

Does this mean that the flying technomancer could zip around granting a FNP to any Necrons unit within 6" including Ctan who now have the "Necrons" faction keyword?

It seems odd and I am not sure it is even that good, I am just trying to understand the interaction.

No; the “counting as being lead by a character” is for stratagems and special rules that get further empowered by characters.
Specifically, the enhancement says they are led by a character, not the enhanced character.

For example if you used Protocol of the Vengeful Stars on a unit within range of the Sovereign Coronal but not otherwise attached to a Leader, the shooting attacks you make would get the [ignores cover] ability.
Counter example: Triarch Praetorians’ Guardian Protocols don’t activate because the “leader” is only a NECRONS CHARACTER but not a NOBLE. Similarly, Trazyn the Infinite’s Surrogate Hosts rule can’t be used to replace the leader of a unit in range of the Coronal because the “leader“ isn’t Infantry, or even a model.

Just remember the big one; every Necron unit in range gets +1 to hit from the Detachment rule too.
