What I'm after is, can you use this ability if you deep strike a GUO?

Nurgle’s Rot (Psychic): At the end of your Movement phase,
you can select one enemy unit within 12" of this model. Until
the start of your next Movement phase, subtract 1 from the
Toughness characteristic of models in that unit.

After rereading the core rules, I'm pretty sure this is allowed. But it can't hurt to see what you all think.

Reinforcements isn't a phase. It's a step OF the Movement Phase.
