I have a question about Mists of Deimos ploy and its interaction between the points restriction of Strategic Reserves and the sequence of Strategic Reserves and the ploy.

Situation
As pulled directly from the Core Book and the Grey Knights Data Cards are what is in question. A Grey Knight player with a 1000 point list is trying to use the Mists of Deimos to pull a unit that is over 250 points from the board and place it into Strategic Reserves.

Question - Does the point's restriction as stated in in Strategic Reserves take effect when Mists of Deimos ploy is used or is this points restriction nullified because it is being used after the battle has started?

Rules in question
MISTS OF DEIMOS TELEPORT STRIKE FORCE – STRATEGIC PLOY STRATAGEM When the enemy closes in, the Grey Knights wreathe themselves in psychic mists to confound the foe while they reposition until the time is ready to launch a counter-blow. WHEN: Your opponent’s Movement phase, just after an enemy unit ends a Normal, Advance or Fall Back move. TARGET: One Grey Knights Psyker unit from your army that is within 9" of that enemy unit. EFFECT: Your unit can make a Normal move of up to 6" as if it were your Movement phase or, if it has the Deep Strike ability, it can be placed into Strategic Reserves. RESTRICTIONS: You cannot select a unit that is within Engagement Range of one or more enemy units.


PLACING UNITS INTO STRATEGIC RESERVES Before the battle, when you are instructed to Declare Battle Formations, you can select one or more units from your army to be placed into Strategic Reserves (excluding Fortifications). The combined points value of all the units you wish to place into Strategic Reserves before the battle (including those embarked within Transport models that are themselves placed into Strategic Reserves) cannot exceed 25% of your total points limit for your chosen battle size, as shown in the table below.

I think GW was being lazy with Strategic Reserves rule because if you look at Huron Blackheart they do address the point value as his ability is before the battle had started:

Red Corsairs: After both players have deployed their armies, you can select up to three Heretic Astartes Infantry units from your army and redeploy them. When doing so, those units can be placed into Strategic Reserves, regardless of how many units are already in Strategic Reserves.

The points restriction on units placed into Strategic Reserves only applies when you are placing units SR prior to deployment. After that, there is no points limit.
