You can redress your ranks by giving up half your movement to move max 5 models from your back rank to your front rank
or from your front to your back rank. Thats clear

example

To reform a unit you have to give up your movemt to change your facing and unit formation, my quistion is is there no limit how far a model can move at a reform.

example

unit 5X4 reform in a sinlge rank 1x20
xxxxx = xxxxxxxxxxxxxxxxxxxx
xxxxx
xxxxx
xxxxx

In the 5x4 unit only 5 model can fight in the other all can fight and will score more kills then a +2 combat resulution from the rankbonus.
Can i reform a 5x4 unit into a 1X20 rank. you want more movement then reform a unit 5x8 unit in to 1x40 thats a lot off movement i get for free.
Maybe im missing something.

All maneuvers have a limit on a model moving more than 2x their movement during the maneuver.

That being said, it's questionable whether you can use "reform" as a less restricted "redress the ranks". Changing formation could be read as changing between Skirmish and Open Order, or Open order and Close Order, etc, since formation is a game term and NOT the general shape of a unit or amount of ranks/files. Reform gives no explicit permission to change the number of files in the fighting rank, for example.

You may want to watch this video, esp. examples in the first half. The limit of model moving more than 2xM apparently doesn't apply in all situations when a unit changes rank and file sizes.

I got confused for a minute there "only moving 5 models sounds only useful for tiny units" but then

5. Redress The Ranks
Units can redress the ranks by moving models to or from
their rear ranks to decrease or increase the number of models
in their front rank. A unit may use half of its Movement
characteristic in order to deduct up to five models from its
front rank (as shown in Fig 125.1), or to add up to five models
to its front rank (as shown in Fig 125.2).
The models in the remaining ranks are then rearranged to
match the number of models in the front rank and maintain
a correct formation.
Remember, there must be the same
number of models in each rank. Only the rear rank may have
fewer models.

pg 124

There are six types of manoeuvre to choose from: wheel, turn, move backwards, move sideways, redress the ranks and reform. During its movement, a unit may perform a single manoeuvre. Regardless of the manoeuvre performed, no model can move more than twice its Movement characteristic.
