Given that Necrons were the main antagonist faction last edition there are a lot of kits floating around out there form that time for a decent price. You should be able to find a bunch of Warrior kits on the cheap because of this and they provide a solid starting point for the army.
If you want to get brand new from the store though, the Combat Patrol is a good place to start. All the units in it are good additions to the army, however as most of them are from the last editions starter set, you can probably find all the units from this kit cheaper than the box price with some online legwork.
Value wise, the Canoptek Doomstalker (there is one in the Combat Patrol noted above) is a pretty solid value for dollar kit. It's not terrible expensive (for a GW vehicle),its a reasonable chunk of points at 145, it's good in any list, but excels in the Canoptek Court detachment. It's also reasonably easy to build for such a big and complex looking model.
Outside of that, it's really whatever strikes your fancy and what kind of Necron army interests you. Destroyers focused on eradicating all life, the Canoptek mechanical wardens of the tombs, the elite Necron nobility, the marching masses of nameless warriors, or the unbridled fury of the shackled star gods.
