I haven't played in quite a few editions. 10th seems to work that you pick a unit, and then all the upgrades are free. For example, there's no reason not to take all heavy guns if you're taking Eldar Jetbikes.

Is that correct? Is that how tournaments are actually run?

Yes, they are all free now, just be careful to double check your datasheets as to rebalance this in many armies some weapons have been removed and others widely re-designed.

I presume if I use the GW Battle Forge app that everything is up to date?

On another note, how WYSIWYG is modern play? Do I bother putting magnets on everything?

That'll depend on your local scene.

WYSIWYG never hurts, but unless you play an Imperium army or CSM, there's a good chance no one will even know which gun is a Stranglethorn and which is a Venom Cannon.

Theoretically all the different weapon options are balanced against each other, each with their own strengths against different targets.

In practice though, often there is a clear best option and in tournaments you play the meta or go home.
