It is usually ok to proxy them as other troops?

What could beastmen be used as?

I guess in the case of Stormcast, since the miniatures are similar guys with hammers it is quite easy to proxy...

Depends entirely on your opponent really. Most of the Sacrosanct range can proxy anything else. Sequitors as Liberators, Evocators as a coven and so on.

Why do you need to proxy them as anything?
Right now Beastmen are as valid an AoS force as any other.

This summer they'll switch to Legends - and still be just as valid as any other AoS force.
Unless you're tourney bound....
