Hiding from Florida-Man.

I was in a shop today, looking around and noticed a nice looking sculpt of Cypher.

After looking through the Chaos Space Marine Codex, I didn't see any real "Fallen" units.

Is it possible to build a Cypher and the Fallen army, or is it just window dressing at this point?

As near as I can tell there's still a Cypher datasheet, there is not currently a Fallen data Sheet. Cypher is not a LEADER, just a LONE OPERATIVE so he couldn't join a fallen squad even if there was one. You could in theory make the Fallen out of generic Chaos units though.

My WHFB armies were Bretonians and Tomb Kings.

I saw him in the Codex, but when I saw his keywords:

INFANTRY, CHARACTER, EPIC HERO, CHAOS, FALLEN, CYPHER

It sent me looking, but couldn't find any other mentions of that keyword. Is it in a White Dwarf? Or is Cypher just an afterthought these days?

(The Cypher visits Terra book was pretty good, if short).

There is no fallen detachment right now. Your options are either to play with the csm codex and Cypher is actualy a good lone operative.
Or take the model , use it as a space marine Lt with the lone operative rule, and the rest of the army being "Risen" (aka the Fallen that got redemeed after Lion returned).

If you have to kill, then kill in the best manner. If you slaughter, then slaughter in the best manner. Let one of you sharpen his knife so his animal feels no pain.

The whole concept of the Fallen is in Limbo right now. The Lion returned and redeemed some fallen in his book. He's still redeeming Fallen, and in theory the word is getting out and Fallen are returning to the Lion on their own now too. What that means for the Fallen that actually fell to Chaos nobody knows. Less than nobody knows what that means for Cypher because they loved the Is He or Isn't He game with Cypher himself. Probably we'll find out when they release some new Black Library and/or a Summer Campaign supplement of some kind to reconnect the Fallen to current events.

That's if Cypher is redeemed. Though it would be a tortured way to get Primaris into Chaos. Cypher comes out from the cold, the Lion redeems him, he crosses the Rubicon, he runs straight to Fabius Bile...

You can take Fallen by selecting the appropriate unit(s) and modelling/painting them as Fallen.

Essentially all they've been in previous editions is an arbitrary handful of Chaos Marines units which are declared to be Fallen anyway.

I did this for a Campaign last year.
I took Cypher, 3 units of kitted out Chosen, and then other units that have equivalents in the SM codex.
I built them using 30k kits & vehicles.
Then I painted them up as modern green DA - though they retained HH markings.
I registered them on the shops roster board under Chaos. 1st Legion.

As I built & painted stuff at the shop, people thought I was building Dark Angels....

My 1st game was a boarding Action.
My foe, an Imperial, not having payed attention to the roster board was very confused as to why he was being attacked by one of the Dark Angels players.
And then he ran into Cyphrr + kitted out Chosen in the tight confines of Boarding Action hallways....

Him: "Hey, those aren't Dark Angels!"
Me: "Never said they were."

He was torn apart.

The other DA player was very happy that he could finally fight some actual Fallen.
