Almost an idle game / screensaver. You feed the "fish" once or twice a day, add new exotic sci-fi flora and fauna sometimes... Difficulty: Loyal is easy mode, you can hang it on a wall and use touch screen maybe to keep it pretty always. Difficulty: Heretic is hard mode. You have to spend time every day to keep the aquarium balanced. The fish, the plants and decorations are inspired by famous events from Horus' heresy.
Fish species are inspired by real aquarium fish, but also represent 40k factions. Clowns are eldar harlequins, snails are plaguereapers, shrimp are mechanicus, the beta worships Slaanesh... The fish look like fish with a little 40K flare. Little pieces of astartes armor, marks of chaos...
Tetras as Imperial Guard: they could have little helmets and gas masks and mock uniforms...
In Heretic mode, balance is not sustainable, but beautiful. Chaos united looks pretty, but does it's best to tear itself apart. Once Nurgle takes over, there is only muck and black-green algae. When Khorne wins, murderous piranhas eat each other to paint the aquarium neon red.
Cutscene: Tired, Horus throws his Vox-link on his command lectern. Pair of tweezers in his hand, he gently places a small new plant into his tank. Camera zooms out to show that the tank is miles vast.
