His three blood letter squads all died once. Then one of the recycled ones died again. So the issue was, can they cound twice?

The rule book is vague, saying that the unit is "recycled" So I guess that they can be killed for VPs?

From my read the only thing that matters is the state of the unit at the end of the game.

So if you kill them 3 times but they happen to be at full strength just as the game ends, you get no VPs for them.

Thats stupid. But then again, its GW sloppy rules writing....

From what I understood it, you get full VPs for killing the unit. At the end of the game their state matters for half again, but each time you kill them, you get the points.

Sloppy rules is probably the best way of putting it.

The VP table is very clear. The only thing that matters is the state of the unit at the end of the game.

Technically, no unit gives up any VPs until the game is over. At that point you check it's status against the chart and find out how many it gives up.
