I use Woodland Scenics. It’s priced for model railroaders to be able to cover tables. I’ve done quite a few hundred models, plus some terrain, and the thing I bought for like $12 is still half full.

Utilizing Careful Highlighting

For non-fantasy stuff I use Home Depot sandbox sand, shale I collected from my grandparents' old house on the side of a mountain, some bark that's usually sold for mulch. I have some official sculpted plastic Necromunda bases for specific projects (like my Inquisitor warbands). And all my fantasy stuff, regardless of game, has custom sculpted cobblestones.

I use sand from my yard, I have 2 kind, one very fine with micro grain and second with small pebbles in it. Looks good and I have like 2 metric tons of it so I can base any non city bases.

I bought the sand that you buy in the pet shops for terrariums. They had 3 kinds of grit, and I picked the two that were the most fine. Similar to everyone else's story, super cheap, and will last a long time.

"Sand Mix Concrete" is my secret weapon for basing and terrain.
6 bucks for a 40 pound bag!
Has concrete for fine soil, sand for texture and some small gravel.
Goes on easy with PVA and hardens like a rock with a wash.
I use it for almost everything. Here it is with half an army.

You can also sift out the gravel if you don't want rocky soil.
I also use Premixed cement for bases, and applying texture anywhere. It also works as a filler and glue for pieces of terrain.
Both of these are cheaper available at your local home improvement store.
