Hi,
I'm currently painting Oathmark Skeletons, and as the range is currently just one box, looking to other manufacturer's ranges to increase my army. The problem is that manufacturers all have different views on what constitutes 28mm scale! I don't mind a little variation in height but I'm not looking for heroic sized Skeletons!

For example, how do Oathmark skeletons scale with the likes of Mantic and Wargames Atlantic? Or other manufacturers?

I looked at this a couple of years back, and Oathmark, Mantic and the GW VC plastic skeletons(The newer ones that came 10 at a time before AOS) were all about the same, and the probably could pass for what you want. I did not get a Wargames Atlantic, so I have no idea.

I am not a fan of any of these three, so your mileage may varry. What I look for is spear shaft size and how the hands wrap around them. All had very thin an flimsy spear shafts. For instance they look like toothpicks compared to a GW Goblin or High Elf that you see being sold for TOW, which is the basis of my other armies that I have in Fantasy.
