I couldn't find anything definitive online or in my old codicies, but if Black Templar Phobos Marines and sneaky Eliminators are a thing, it stands to reason that there would be sneaky Scouts. (Beyond those lucky guys who get tossed into Crusader Squads in the worst job shadowing assignment ever.)
Am I off base on this?

Phobos and Eliminators are full grown Astartes. The neophytes who normally form scout squads in codex chapters are the squire analogs in the Crusader Squads. As far as I recall it has been that way since the Armageddon 3 codex.

Going by Lexicanum, no, there aren't Scout Squads in the BT. Strange what two minutes of research can achieve.

They were excluded in the 4th edition codex as one of the disadvantages of the chapter. In other editions when they've been a subset of the main marine faction not so much.

Yeah. That sites not always accurate. That's why I asked the people that play the game.
Because most of the meta-chasing Templar lists seem to take Scout Squads in them and I recently read about Neophyte's training with sniper rifles in the Guy Haley Crudaders of Dorn Anthology.
