Drop pods from my understanding are just immobile OT vehicles. All the rules that apply to vehicles also apply to drop pods.

With that in mind, what actually counts as part of the drop pod? The Ramps basically double the space the drop pod takes. This makes a huge difference in things like measuring distance of explosions, 1" rule, LOS blocking etc etc.

So do the ramps count as part of the vehicle, and all that entails?

If the ramps do count as part of the vehicle, once deployed, can friendly troops cross over them?

If it does block line of sight then you cant walk over it, troops cannot walk over a vehicle, end of story.
There are no rules in the game for changing size/shape. Tell him to pick one and stay with it. At least it leads to no unfair advantage. If he doesnt like that then model huge winglike doors on your rhinos, deploy them so the entire army is hidden behind them and when it dies claim they fall away and nolonger block sight.

I'm all for house rules, and we ended up deciding that they were part of the vehicle for the two games we played. But we were hoping for an official rule somewhere.

All measurement for unbased models is to or from the main body/hull. (Rulebook, page 6)

Ramps are not 'main body/hull'... they're just ramps.
