The Hammer

I can't really give much advice without going against the strong fluff component I smell in your list. SS/DH/no plasma/AT squads are all large concessions to Praetorian fluff over IG optimization orthodoxy. The old-school Kyoto Inquisitor as well seems chosen more with fluff in mind over effectiveness - I know that squad looks better than it fights. What are the most important fluff components to your list, and which ones would you be comfortable discarding? Answer the question and you have your tweak.

On a side note, Rough Riders are both a cost-effective counterattack unit, and fluffy as heck for Praetorians - one unit that. My impression of the regiment is shaped by the 40k Isandlwhana-type display in which they were introduced, and the Rourke's Drift-type special scenario from an ensuing WD. Though there is some disagreement about the way COD affects Officers, I've always interpreted the rule to mean that Officers may apply their COD bonus to squads within LD radius - i.e. the Officer benefits from COD, including the LD special rule, though squads using his Leadership don't get to "double dip" for being in COD as well. This interpretation makes a "Sergeant-Major"-type Platoon Command Squad (Jr. Officer with HI) create a LD 10 bubble for 65 points.
