Also, wherever the decals are to go, first paint over the area in a clear gloss varnish. Future Floor Finish works good for this, as it's self leveling and will fill any tiny pockets up (air is the cause of "silvering" on decals). After it's fully dried, use the decal set as shrew suggests. MicroSol is one, and PollyS has a couple. Be careful, as the decal set will slightly thin the decal (which is what it's supposed to do, it helps it adhere to complex curves). Though if you're using GW's overthick decals you shouldn't have anything to worry about.
Another option, if you can find markings to your liking and in the right scale, is dry transfers. Needless to say, most will be historical markings (WW2 probably being the most common), as well as numbers/lettering, but they go on real easy and don't require as much fiddly work as decals.
