However if he was say a member of a imperial guard force where they buy their own weaponry which is passed down the line it would be perfectly fine to do that. |

Or if you have a Commissar who values winning a war over randomly killing his own men. I figure a lot of the over the top stuff should be considered exceptions rather than the rule or the whole Imperium would have been wiped out by now. |
