This was done in paintshop pro 9 (a proggrame about 6 years old).
I used multiple layers of the same images as well as some clonning. But mostly a tool called Clarify in the enhance photo section. Hit that about 5 or 6 times added a new colour level layer, added some noise, then the Vid-Com look with an overlay of more noise.
Unhelpful I know but thats sort of what I did :D
