It's some kind of hard plastic, yes. If you've ever handled one of those Tamiya (or similar) tanks kits, its more like that than whatever GW uses. Feels a tad more brittle but you can still scrape mold lines (though there barely are any) and cut it with a hobby knife. Not sure what glue you'd use, I use dollar store superglue for all everything.
