Where is this from? Shouldn't the Custodeus report in directly to the Emperor, by passing the High Lords? |

The Custodes do report directly, but technically are still part of the Adeptus, as they work for the Priesthood of Earth. Kind of how the Astartes and Mechanicus are part of the Priesthood, although they're functionally separate.. |
